“तेल देखो तेल की धार देखो” आज यह कहावत बिल्कुल चरितार्थ है .जब भी हम अपने घर से निकलते हैं तो किसी न किसी साधन का इस्तेमाल करते हैं और साधन को चलाने के लिए चाहिए तेल. जी हां ! आज हम उसी तेल की बात कर रहे हैं ऊंचाई पेट्रोल और डीजल हो या उसका कोई दूसरा रूप सभी गाड़ियों चाहे कार बस हवाई जहाज चलाने के लिए तेल ही चाहिए.
आज आज के युग को अगर तेल का युग कहा जाए तो कोई अतिशयोक्ति नहीं होगी. देश की इकोनॉमी को चलाने के लिए भी तेल एक महत्वपूर्ण फैक्टर के रूप में काम करता है.
जब भी हम तेल उत्पादन की बात करते हैं तो बरबस ही ध्यान खाड़ी देशों के ऊपर जाता है. चाहे ईरान इराक या संयुक्त अरब अमीरात हो यह देश तेल के भंडार के रूप में जाने जाते हैं. हमारे देश भारत में भी यू तो तेल के भंडार मिले हैं, लेकिन उनके प्रोसेसिंग में इतना खर्चा आता है कि बाहर से तेल आयात करना सस्ता पड़ता है. हमारे देश भारत की इकोनामी में तेल आयात का महत्वपूर्ण स्थान है. हम अपनी जरूरत का लगभग पूरा तेल आयात ही करते हैं.
अमेरिका का वर्चस्व
अमेरिका के ईरान पर प्रतिबंध लगाने के बाद भारत को सस्ता तेल मिलने की रास्ते बंद होते दिखाई दे रहे हैं अभी हाल में ही अमेरिका से बातचीत के बाद भी सस्ता तेल पाने की उम्मीद कि गारंटी नहीं मिली है
पूरे विश्व में तेल देश में चीन पहले स्थान पर आता है जबकि भारत दूसरे स्थान पर आता है. तो यह तो तय है की प्रतिबंध का असर भारत और चीन दोनों पर देखने को मिलेगा क्योंकि अर्थव्यवस्था को चलाने के लिए तेल निर्यातक देश से बात करनी पड़ेगी.
ओपेक देशों ने सस्ते तेल देने के लिए कोई वादा नहीं किया है हो कोई कुछ ठोस और प्रभावी कदम उठाने होंगे और यह सुनिश्चित करना होगा हमको कम रेट पर तेल मिलता रहे और हमारा व्यापार संतुलन घाटे में न जाए.
अब बात करते हैं अमेरिका और दूसरे विकसित देशों की. ज्यादातर देशों के पास या तो तेल के भंडार हैं या वह देश किसी ऐसे संस्था का सदस्य है जो तेल की आपूर्ति में सहायक होते हैं.
किंतु आज हमारे वैज्ञानिकों को तेल का विकल्पों खोजना ही पड़ेगा ताकि भविष्य में हम ईंधन पर आश्रित हूं और तेल के ऊपर इतने आश्रित ना हो यह हमारी देश के हित में भी होगा और अगर हम कोई अच्छी तकनीक ढूंढते हैं तो कार्बन उत्सर्जन गैसों को भी करने में सहायक होगा आज कार्बन उत्सर्जन गैस और अन्य फैक्टर वातावरण को दूषित कर रहे हैं और हमारा जलवायु अनिश्चितता की ओर बढ़ रहा है
आज हमारे मौसम वैज्ञानिक ठीक से आने वाले मौसम और जलवायु का अनुमान नहीं लगा पा रहे हैं तो इसका एक मुख्य कारण हमारा प्रदूषित वातावरण भी है.
ईंधन के रूप में तेल का विकल्प
अभी कुछ दिनों पहले ही अमेरिका ने फ्रांस के सम्मेलन से हाथ खींच लिया है और कहा है कि हम वैसे ही कार्बन उत्सर्जन करते रहेंगे हालांकि कुछ देशों ने इसका विरोध किया है किंतु ढाक के वही तीन पात
आज हमें सोचना चाहिए की पिक्चर का जान दुनिया में अपने आने वाली भविष्य की कितनी कीमत दे रहे हैं आज अगर हम नहीं चेते तो हो सकता है इसका गंभीर खामियाजा हमारी आने वाली पीढ़ियों को भुगतना पड़े
